EU warns member states over CIA torture
The EU warned its member states that they might lose voting privileges if they're found to have been hosting CIA torture camps, according to the International Herald Tribune.
Poland and Romania were named by Human Rights Watch as co-conspirators.
The FT has a good article about the topic in general, but it doesn't mention the EU warning. It's more about the issue's effect on the transatlantic relationship.

Hey Brian, you may have it bookmarked already, but Opinio Juris - the weblog maintained by a series of int'l law professors - has touched on this issue a couple of times.
Considering your IR interests, you might find the site both interesting and useful.
